The ECIWDB's strives to support WIOA staff so they can serve jobseekers and businesses through the Core Partner programs offered through our One-Stop or IowaWORKS Centers.
Program Overviews

Title I Programs provide employment and training services for adults, dislocated workers, and youth, helping them gain the skills and support needed to succeed in today’s workforce. Adults receive access to education, career counseling, and training to overcome barriers to employment. Dislocated workers benefit from reemployment assistance, retraining opportunities, and job placement after layoffs or business closures. Youth programs prepare young people ages 14–24 through career exploration, education support, mentoring, and work-based learning. Together, these services create pathways to long-term success and strengthen the local economy.
Kirkwood Community College is the local Title I Provider.

Title II programs empower adults to gain the foundational skills they need for career and life success. Services include adult basic education, English language acquisition, high school equivalency preparation, and workplace literacy training. By building reading, writing, math, and communication skills, participants are better prepared to pursue higher education, workforce training, and sustainable employment. These services not only strengthen career opportunities for individuals but also support families and communities through increased economic mobility and lifelong learning.
Kirkwood Community College is the local Title II Provider.

Title III services ensure that job seekers and employers are connected quickly and effectively. Through job search assistance, career counseling, resume preparation, labor market information, and recruitment support, Wagner-Peyser helps individuals access employment while meeting business talent needs. As a universally accessible program, it serves anyone seeking work or hiring support, creating a vital link between skilled workers and local employers.

Title IV provides specialized services to individuals with disabilities, helping them prepare for, secure, retain, and advance in meaningful employment. Participants receive individualized career counseling, training, job placement assistance, and access to adaptive tools or accommodations to support success in the workplace. By promoting inclusion and equal opportunity, the program empowers individuals to achieve independence while helping businesses build stronger, more diverse teams.
