Certifications and Agreements
In accordance with WIOA sec.107, once every two years, Iowa Workforce Development (IWD) must certify one Local Workforce Development Board (LWDB) for each Local Workforce Development Area (LWDA).
Certification is based on the following criteria:
LWDB membership is compliant with Local Board Membership Requirements.
The LWDB has ensured positive outcomes for workforce investment activities carried out in the LWDA. This is demonstrated by meeting performance accountability measures and sustained fiscal integrity.

The MOU is an agreement developed through local discussion and negotiation outlining local operations with core and required partners developed by ECIWDB, the one-stop partners and Chief Elected Officials.

One-Stop certification standards set expectations for quality and consistency in local IowaWORKS Centers looking at physical & programmatic accessibility, effectiveness, & continuous improvement.

This agreement outlines the individual responsibilities of the CEOs, and the board and their joint responsibilities under WIOA.
